The NCAA has recommended three rules changes for football games for the upcoming season.
The clock will run following first downs, much like the NFL rule; Teams cannot use timeouts consecutively; And fouls committed on the last play of the first and third quarters, instead of playing an untimed down, they will roll over to the next quarters (second and fourth).
